Chapter 1
General Provisions
1.1. The Chechen Democratic Party (ChDP), hereafter referred to as «the Party,» is a voluntary, independent political association of citizens of Ichkeria, created on the basis of a common worldview and organizational foundation, which operates in accordance with the Constitution of 1992 and the law of the Chechen Republic of Ichkeria «On Political Associations of Citizens,» as well as current legislation and this charter.
1.2. The party is a political association of citizens and a subject of public law.
1.3. The party, based on its goals, operates both within and outside the territory of Ichkeria.

Party Goals
2.1. The goals of the party are:
Restoration of an independent national socio-legal democratic state;
Formation of transparent and accountable government, establishment of effective state institutions;
Holding an international court for Russia’s mass war crimes in the Chechen Republic of Ichkeria. Compensation for moral and material damage inflicted on the State and people of the Chechen Republic of Ichkeria, restoration of destroyed factories and enterprises during military invasion;
Taking all measures to acquire a worthy place for the Chechen Republic of Ichkeria in the international community;
Unwavering defense of human rights and fundamental freedoms;
Economic revival of the country, support for the formation of open market relations, development of free enterprise, support for the development of agriculture and industry;
Ruthless fight against corruption;
Ensuring social protection for all segments of society;
Ensuring energy independence and security;
Initiating the implementation of the law on the lustration of persons cooperating with the occupying Russian authorities in accordance with international law;
Uncompromising fight against lawlessness;
Initiating a phased transition from Russian to Chechen and English languages.
Other goals that do not contradict the legislation of the Chechen Republic of Ichkeria.
2.2. To achieve its goals, the party is based on the Constitution of the Chechen Republic of Ichkeria of 1992, current legislation, norms of international law, and universal morality and principles of justice. The party uses forms of direct and representative democracy allowed by law.
Chapter 3
Membership in the Party
3.1. A citizen of the Chechen Republic of Ichkeria (ChRI) or any other country who has the right to vote, shares the goals of the Party, and adheres to the requirements established by this charter can become a member of the Party.
3.2. Admission to the Party is based on a personal application and the recommendation of at least one member of the Party, within one month of receiving the application. The regional political committee of the Party is responsible for admitting new members, and the decision is then approved by the national political committee of the Party.
3.3. A citizen joining the Chechen Democratic Party must familiarize themselves with the Party’s Charter and sign it, attesting that they have read and understood the Charter and agreeing not to disclose confidential information.
3.4. Leaving the Party is voluntary.
3.5. The regional political committee can revoke a member’s status by a majority vote, or the national political committee can do so at its own initiative.
3.6. A member can leave the Party by submitting a written request. If a Party member is elected to a representative body through Party lists, they have a moral and political obligation to resign from their position if they leave the Party or switch factions, as required by the national political committee.
3.7. A Party member is prohibited from making statements on behalf of the Party that are inconsistent with this Charter and the ChRI Constitution. They are also prohibited from using obscene rhetoric or speech in public or online spaces that disrupt the Party’s unity and plans. Any violators will be excluded from the ranks of the Party.
3.8. A Party member who adheres to any ideology that contradicts the ChRI Constitution or conspires with organizations, parties, unions, or individuals who are in conflict with the activities and programs of the Chechen Democratic Party will be automatically excluded from the Party and lose access to confidential sources. The person responsible for the technical organization of communications is obliged to urgently change the passwords.
Chapter 4
Rights and Responsibilities of Party Members
4.1. A party member has the right to:
elect and be elected to any party body;
participate in the congress of the party on equal terms;
receive information from the leadership and party officials about their activities;
use the information and material-technical resources owned by the party in accordance with its goals;
wear the party emblem.
4.2. A party member is obliged to:
adhere to the party’s charter;
pay membership fees in a timely manner;
always be guided by the goals and program of the party in their activities;
care about the dignity and authority of the party;
adhere to the principle of separation of religion and state and not use religion in any form as a propaganda tool.
Chapter 5
Party Structure
5.1. The party has governing, executive, and supervisory bodies:
a) the highest representative governing body of the party is the congress of the party;
b) the executive bodies of the party are the national political committee and the general council;
c) the supervisory bodies of the party are the audit commission and the party control committee.
Chapter 6
The governing body of the party
6.1. The highest representative body of the party is the congress, which is held once every four years and whose number of participants and quotas is determined by the national political committee of the party. The congress is authorized if 2/3 of the delegates are present. A decision is considered adopted at the congress if it is supported by the majority of those present.
6.2. The party congress:
adopts the party charter and makes amendments to it, about which it informs the registering authorities within the time limits set by law;
adopts the party program, resolutions, directions, political statements, and determines the strategy of actions;
elects the party chairman for a term of 4 years and hears a report on the work done;
on the recommendation of the party chairman, elects the national political committee for a term of 4 years, consisting of no more than 25 members, and hears a report on the work done;
elects the party revision commission and hears a report on the work done;
makes decisions on the reorganization and self-liquidation of the party;
resolves other issues provided for in the charter.
6.3. An extraordinary congress may be convened upon a written request from the party chairman, 2/3 of the national political committee of the party.
Chapter 7
Party Chairman
7.1 The Chairman of the party is elected once every four years. The same candidate may be re-elected a maximum of two times.
7.2 The powers of the party chairman include:
directing the activities of the party to fulfill the goals of the charter and decisions made by the congress;
representing the party within the country and in foreign affairs;
authorized, within certain boundaries, to delegate representative powers of the party to a member of the national political committee;
managing the party’s financial resources and other material assets. They are responsible for their proper use;
signing official documents of the party;
being a member of the general council of the party, its national political committee, and secretariat, and leading their activities;
presenting the congress of the party with a selection of the national political committee’s members;
presenting the general council to the congress for approval, with a term of 4 years and composed of no more than 50 members;
presenting the leader of the party’s print media to the national political committee for approval;
presenting a new member to the national political committee for approval;
creating a secretariat to carry out daily work and organization.
7.3 In the event of the party chairman’s resignation, the national political committee shall convene an extraordinary meeting to elect a new chairman. In the event of temporary inability to perform their duties, one of the members of the national political committee shall perform their functions at their request. The recall of the party chairman for exceeding their authority, failure to fulfill obligations, or behavior not in line with the goals of the charter can only be done by the party congress.
Chapter 8
Party Executive Bodies
8.1. National Political Committee of the Party:
The National Political Committee is elected by the congress from the delegates of the congress, represented by the party chairman, for a term of 4 years and consisting of no more than 25 members. Its powers last until the election of a new National Political Committee. Meetings of the National Political Committee are held as necessary, but no less than once every three months. The meeting of the National Political Committee is authorized if more than half of its members are present, and decisions are made by a majority of the votes of those present. In case of a tie, the vote of the party chairman is decisive. The National Political Committee:
Ensures the holding of the congress
Organizes the party’s property between congresses;
Approves the head of the party’s printing body;
Makes decisions to carry out the goals of the charter and program;
Approves issues regarding admission and expulsion of party members;
Approves coordinators of regional organizations represented by the party chairman;
Exercises other powers assigned to it.
8.2. Party General Council:
Congresses of the General Council are held once a year at the invitation of the party chairman;
Empowered between congresses, upon the representation of the party chairman and the National Political Committee, to adopt documents of an acting nature, election programs, appeals, resolutions, political statements, etc. that should not contradict the party’s charter, program, and other decisions made by the congress;
Accepts a report on the activities conducted by the party chairman, the National Political Committee, and the revision commission;
Authorized to convene an extraordinary party meeting in writing at the request of 2/3 of its members.
8.3. The party has structural units, the powers of which are determined by the regulations approved by the National Political Committee.
Chapter 9
Party Control Body
9.1. The party’s control bodies are the audit commission and the monitoring committee, which operate in accordance with the corresponding legislation and the party’s charter.
Chapter 10
Party Property
10.1. The party’s property consists of membership fees, certain donations from members and other individuals as stipulated by law, revenues obtained from permissible activities under the law, and other lawful income.
Chapter 11
Termination of Party Activities
11.1. The party’s activities may be terminated by a ban imposed in accordance with the established legal procedure or by self-liquidation due to reorganization.
11.2. In the event of reorganization, the issue of the distribution of the party’s property is resolved by the party congress. Any property remaining after the ban or self-liquidation of the party is transferred to the state treasury.
Chapter 12
Party Symbolism
The party has an emblem, flag, and rules and conditions for their use, which are determined by the party’s national political committee.
Chapter 13
Amendments to the Charter
Amendments to the charter are made by approval at the party congress and are registered in accordance with the law.
